Branch Constitution, Season 2008/09
Preamble to the Constitution
The West Of Scotland branch of the Official Liverpool Supporters Club exists to ensure that members are involved fully in the activities of Liverpool FC and through an elected Committee have access to tickets etc.
The Club seeks to uphold and enhance the good name of Liverpool FC and its supporters. In this connection, the Club seeks to establish friendly links with supporters of Liverpool FC throughout the world, and with supporters of other football clubs.
THE CONSTITUTION
The Committee
1. The Branch Committee shall consist of a number of members determined and elected by the Branch. The Committee Chairman shall be directly elected by the membership present for a period of 12 months. The remainder of the committee posts shall be determined by the members present at the AGM.
2. Nominations for election onto the committee shall only include supporters who are current members of the Branch. Valid nominations must be proposed and seconded by existing members, with the candidate's consent, and must be received by the Secretary of the Branch fourteen days before the AGM.
Elections for casual vacancies shall take place at Branch Meetings, one month after the vacancy has been notified, and nominations have been received by the Secretary seven days prior to the following Club meeting.
3. Elections to the Committee shall be taken on an annual basis. Members shall be eligible for re-election at the AGM.
4. From time to time, the Committee may wish to set up sub-committees to deal with specific matters. It shall have the power to co-opt members at its discretion, to serve on sub-committees.
5. Attendance at committee meetings by committee members. Failure to attend all meetings for a twelve month period, without good reason, shall render the member subject to re-election at the following quarterly meeting from that at which the vacancy was notified. Committee members should notify the Secretary or Chairman of the absence prior to Committee meetings, or no more than two days after.
Meetings
1. Branch meetings shall take place on pre-determined basis on a mutually arranged date.
2. The Commitee shall be authorised to determine the date of the Annual General Meeting, at which the only business to be transacted shall be the election of the Committee, the Annual Report which shall include an audited Financial Report and any business notified to the Club Secretary fourteen days before the date of the AGM.
3. Ordinary club meetings shall be minuted and have an agenda (to be determined by the Committee) for the purpose of debate, information and entertainment. Minutes shall be available to any member who requests them. Members shall have the right to raise matters of concern under any other business, if the matter has not been dealt with earlier on in the agenda.
4. Extraordinary General Meetings may be requisitioned by a minimum of 60% Branch members, with fourteen days notice to the Secretary, on a date to be determined by the Chairman, with specified business only . The shall be no other business transacted at such meetings
Duties and Responsibilities
1. The Committee is accountable at all times to its membership and shall report its activities to members at the quarterly Branch meetings.
2. All members shall abide by the code of conduct as laid down upon joining the Club, in terms of behaviour. Any breach of this conduct shall render members liable to action by Liverpool FC.
Amendments to the Constitution
The Branch Constitution shall be amended at the Annual General Meeting, where amendments have been duly notified for the Secretary fourteen days before the AGM (or Extraordinary General Meeting, if appropriate) and where the said amendments have been carried by two thirds of the membership present.
GENERAL INFORMATION
Branch Membership & OLSC Membership
Payment of the registration fee shall be determined by the Branch committee. It is not essential that you join the OLSC as well as the Branch but it would be advantageous to regarding ticket allocation.
Club Trips
The Branch will run a number of trips a year to Liverpool for matches for an appropriate fee, which will cover travel, tickets, accommodation and transfers, where applicable.
All members, who travel with the Branch will abide by the Branch rules, failure to do so will render that member suspended from the Branch until the Committee deal with the matter.
Tickets for matches will be issued only to people travelling with the Branch. Individual ticket applications will take place at the time set aside by the Membership/Ticket Office and upon receipt of appropriate date (to be supplied when the fixtures are known) and ticket money.
Complaints
Any complaints must be made in writing to the secretary at the Branch address and will be dealt with as soon as possible and in the strictest of confidence.
Rules
Travel: All members who travel with the Branch will at all times behave in a responsible manner. Failure to do so will result in that member facing a disciplinary meeting with the committee.
Guests: Guest non-members may attend branch functions/matches with the prior consent of the Committee. Payment of an appropriate fee should be determined by the Branch.
Children: All children under the age of 16 years must be accompanied by that member and upon payment of an administration fee applicable to that match.
Discipline: Failure to abide by the rules and regulations of the Branch will result in the offending member being suspended from the Branch, until the Committee decides what action is to be taken.
